Trustee Scholarship
Our proposed Trustee Scholarship
honors two deceased members
from our 1982 classes: John
Lord (Spring ‘82)
and Judy Shepherd (Fall ‘82).
John and Judy were outstanding student leaders
and achieved excellence at the start of their careers
before passing away in 1993 and 1995 respectively.
A short biography of each is below.
Trustee Scholarships are a tool the University
inaugurated to allow donors to make the most of their
philanthropic dollars. The program matches donations
with funds from Penn State, in effect doubling the funds
available. Please consider making a tax-deductible

We kicked off the fundraising for
this scholarship with a golf tournament July 11, 2004 on
Penn State's Blue Course and will continue
fundraising until
we reach the minimum endowment
level of $50,000.

JUDY SHEPHARD
Judy Shepherd received her BA in Political Science
in 1984. After leaving Penn State, Judy took her M.A. at
the Fletcher School of International Relations at Tufts.
She had traveled extensively throughout the world,
spending a year in Tel Aviv and another in Somalia, and
was eager to begin work in the former Soviet Union. She
was living in Washington, DC, preparing to go to Ukraine
as cultural attaché at the US Embassy in Kiev, when she
died on September 7, 1993 from a blood clot in her
brain. A State College native, Judy’s father Stan taught
in the Physics Department at Penn State.
JOHN LORD
John Lord graduated in 1983 with a BA in Political
Science. He was Director of the USG Political Affairs
Department in 1980-82 and was instrumental in organizing
SOFAR, Students Opposed to Financial Aid Reductions. His
freshman year, at age 19, he became the youngest person
in Pennsylvania history to run for state assembly. He
served as the executive director of the American
Association of University Students and as Chairman of
the Penn State chapter of the College of Young
Democrats. John later served as the Eastern District
Chair of the Association of American Colleges and
Universities.
After graduating from Penn State, John quickly
established himself as an active political party member.
John was an energetic volunteer who quickly rose from
committeeman to Chester County Party Chairman. John's
support was frequently sought after and he played a
major role in many campaigns including Bob Edgar for
U.S. Senate, Jerry Brown for U.S. President, and Bob
Casey for Pennsylvania Governor. One personal highlight
for John was his participation as a delegate at the 1992
Democratic National Convention. John served on staff and
was an aide to U.S. Congressman Bob Edgar and State
Representative Sam Morris. Following the election of
Governor Bob Casey, John was appointed Secretary of the
Pennsylvania Board of Pardons and served on the staff of
Lt. Governor Mark Singel. He passed away on April 17,
1995 as a result of complications due to AIDS.
